Madhya Pradesh has stepped up its semiconductor ambitions with a new memorandum of understanding between the Madhya Pradesh State Electronics Development Corporation Limited (MPSEDC) and SEMI India.
The agreement was exchanged at the Madhya Pradesh Semiconductor Summit 2026 in Indore in the presence of Chief Minister Mohan Yadav. It creates a framework for cooperation on ecosystem development and investment promotion across semiconductor manufacturing, chip design, advanced packaging, testing, talent development and supply chains.
SEMI India and the India Electronics and Semiconductor Association (IESA) said the partnership will connect Madhya Pradesh with global industry networks, support policy dialogue and help identify investment and technology-collaboration opportunities.
“Madhya Pradesh is committed to building a strong and sustainable semiconductor and electronics ecosystem,” said Mahip, managing director of MPSEDC. He added that the collaboration would help the state engage global industry leaders and strengthen capabilities across manufacturing, design, advanced packaging and talent development.
Ashok Chandak, president of SEMI India and IESA, said India’s goal is to become a trusted partner in the global semiconductor value chain. He identified credibility, capability, commitment and policy continuity as key pillars for the industry’s growth.
The state is positioning its central location, industrial base around Indore and Pithampur, skilled workforce and semiconductor policy framework as advantages for attracting advanced-technology investments and creating high-value jobs.
The summit also featured discussions on semiconductor manufacturing, advanced packaging and testing, chip design, electronics manufacturing, AI infrastructure and industry–academia collaboration. IESA leaders participated in sessions focused on building an advanced packaging hub and expanding the talent pipeline.
The initiative follows SEMICON India 2026 and reflects growing competition among Indian states to develop semiconductor clusters as the country advances its next phase of chip-sector policy.
About SEMI India
SEMI India is part of the global industry association serving the electronics design and manufacturing supply chain. Based in Bengaluru, it works with industry stakeholders to advance India’s semiconductor and electronics manufacturing capabilities and organises SEMICON India with the India Semiconductor Mission and the Ministry of Electronics and Information Technology.
Why the agreement matters
Semiconductor projects need much more than a fabrication plant. They depend on reliable power, water, logistics, specialist suppliers, testing facilities, research partnerships and a steady pipeline of trained engineers. The MPSEDC–SEMI India agreement is intended to bring these pieces together through a structured industry platform.
For Madhya Pradesh, the partnership offers access to SEMI’s international network of chipmakers, equipment suppliers, materials companies and technology specialists. This can help the state present investment opportunities to relevant businesses instead of treating semiconductor development as a general industrial-promotion exercise.
The state already has a strong manufacturing base around Indore and Pithampur. Its central location can support connections with major domestic markets, while local universities and engineering institutions can contribute to talent development. The challenge will be to turn these advantages into projects with clear timelines, infrastructure commitments and industry partners.
Focus on packaging, testing and design
Advanced packaging and testing are becoming important parts of the global semiconductor value chain. These activities can create skilled jobs and may offer a practical entry point for regions that are still building their chip ecosystems. The summit examined how Madhya Pradesh could attract companies in these segments while also supporting chip design and electronics manufacturing.
Talent will remain central to the plan. Industry and academic institutions will need to work together on specialised courses, laboratories, internships and faculty development. The participation of IESA leaders in sessions on advanced packaging, AI infrastructure and industry–academia cooperation underlined the need for this coordinated approach.
A state-level push within India’s semiconductor strategy
India’s semiconductor programme is moving from individual project approvals towards the creation of connected clusters. States are competing for investment by offering policy support, land, infrastructure and workforce programmes. Madhya Pradesh’s agreement with SEMI India gives it a formal route to engage companies and understand what investors require before committing capital.
The MoU does not by itself announce a manufacturing project or investment amount. Its importance lies in creating an organised channel for investment promotion, policy discussion, technology cooperation and supply-chain development. Its success will depend on the partnerships and projects that follow.
SEMI India and IESA said they will continue working with the Madhya Pradesh government and MPSEDC to connect global stakeholders, facilitate partnerships and support the state’s electronics and semiconductor ecosystem. The next step will be converting summit discussions into investable proposals, training programmes and long-term industrial capacity.
What to watch next
Investors will look for concrete outcomes such as project announcements, supplier partnerships, training centres and infrastructure plans. Regular progress reports will be important because semiconductor projects require long lead times and close coordination between government, industry and academic institutions. A clear roadmap can help Madhya Pradesh build credibility with companies comparing several possible locations in India.
Framework agreement and implementation are separate steps
The scope of the MoU spans several parts of the value chain, and progress in one segment should not be confused with progress in all of them. A chip-design initiative, a testing facility and a manufacturing project have different operating requirements. The announcement does not allocate a budget to each area or identify a company committed to building a facility under the agreement.
For that reason, the agreement is best understood as a framework for engagement. Meetings with potential investors, policy discussions and training partnerships can help develop a pipeline, but they do not establish that construction or commercial production has begun. Any later project announcement will need its own details about investment, capacity, approvals and execution milestones.
The talent component likewise requires an implementation plan before its reach can be assessed. The announcement does not specify the number of trainees, courses, participating institutions or certification arrangements. These details would show how the broad commitment to workforce development translates into opportunities for students and professionals.
Follow-up reporting can distinguish between the creation of partnerships and their operational outcomes. Evidence of named participants, defined schedules and completed milestones would help readers assess the collaboration’s progress. Until then, the concrete development is the institutional agreement and its stated intention to support investment promotion, industry connections and ecosystem-building in Madhya Pradesh.
